Because the wastegate is oil controlled. It's a quirk of the system. It's not a big deal since the FF goes up as well.

I like 100dF as a MINIMUM, but much prefer a higher value. I am turbocharged and if the oil temp is that low, the MP goes a lot higher as I apply takeoff power. That's a turbo issue, not an engine issue. 100dF is probably quite adequate for the engine.
