Had my first problem with flaps.  Took off from CRQ after a heavy rain and flew VFR at 11,500' with OAT of -5C for 2 hours.  Upon arrival at destination of SEZ with OAT of 0C, was unable to get flaps to move from cruise setting.  After overnight stay with below freezing temperatures, was unable to move flaps on next leg to RYN where temp was 5C.  After another 2 hour leg to MYF, while on approach with OAT of 10C, was able to use flaps normally.  Anybody have some insight into why flaps would do something like that?
