I'm going through that right now so this is what I'm told.
No, you can't put the antenna in before you have it skin mapped. Every
airplane is slightly different and past skin mapping has showed that the
antenna may have to be moved just 1 inch in any direction. I have in my tail,
Stormscope box, TCAD box, Air Conditioning condenser with Fan, and Two
stepper motors for the autopilot servos. We intend to look at the skin
mapping with some things turned on and maybe off. i.e. the air conditioning
may not be able to run when I need the Stormscope, which may not be a big
trade off.
Also, I'm told that most Stormscopes pick up your voltage regulator, which
you get use to. But I have two regulators so that could be different from
yours.
Finally, it is not that big of a thing to drill the hole after the plane is
running, flying, and you can turn on everything electrical that you have on
board.

Another thought on the NEXRAD, which I will be adding in the future, is that
it will only give you radar WHERE THEY HAVE GROUND RADAR. That means you
don't have any weather in much of this country let along out of this country.
Obviously, we really need, on board Radar, Stormscope, and data link weather
information, or just land.
