Another reason to have the elevator thicker than the stab is to have a
consistent gap between the stab trailing edge and the leading edge of the
elevator.  If the elevator is thinner then the gap between the stab and
elevator will change dependent upon the incidence angle of the elevator.
This leads to increased micro work and added weight on the upper and lower
elevator faces.
