Ed,
I have not installed a diverter to rob air from the water side at this time. I tested one with the wind tunnel set-up and it worked real well. Currently I have modified my lower cowl inlet ramp so that I get more flow through the oil cooler compared to the water side. I need some flight time to determine how it is working. I can epoxy in a diverter without removing the lower cowl if necessary.

Did you by any chance decide to try dividing the airflow along a vertical plane to control air flow to your oil cooler - or saving that for later if necessary?
