I do happen to have a propane torch and an air compressor - boy, I can see a daunting scenario in my near future {:>).
 
 
The lead appears to be in crystal form on the ceramic in that you can see the sparkle from individual lead crystals.  I suspect it may be lead sulfide crystals - I remember what they look like from the early days of making my own "crystals" for my crystal radios.  Melt a lead sinker in a sewing thimble and then drop a chunk of sulfur into the molten lead.  It stunk, but did make usable crystal diodes from which to make oatmeal box radios.

I don't know of any chemical cleaner for lead but I do know that lead
will turn to liquid at a relatively low temperture (~750degrees).
You could try an experiment with a propane torch and compressed
air to see if you could melt the lead and then blow it off without damaging the plugs.
You should probably wear a respirator so that you do not inhale the lead. They say it is drian bamaging (brain damaging)

Hi Bob, not Lynn, but I did sleep in a ..... I mean I fly with Magneor
ignition wires. They custom make me a set for around $45 and I have flow
with them since 2002. There website appeared to have less Hype and more
factual data than most.
