The fuel thing could be isolated by a before and after digital weighing.
Before takeoff we weigh every plane (including occupants and flight trash).
Post flight roll'm back up on the scales.  If nobody plays games with lead
or bricks we should be able to measure the fuel burned accurately by
reduction in weight.  He who has lost least weight wins.

This is what occurred to me when I first thought of the game.  Of course
we'd have to borrow a hangar to eliminate wind affects.  Other options
probably exist.   Even of course in some circles we could trust the
gentleman's word.  (perhaps not here, however).

I hesitate to endorse a top'm off plan for three reasons.  One, I hate
topping off because subsequent ground cornering vents fuel in my plane (you
builders might consider a check valve vent of sorts).  Second, the accuracy
of "topping it off" for each plane pre and post race wouldn't necessarily be
accurate. Third, a max range profile would be optimized not carrying all the
extra fuel.
