Yes, I missed the point about E-glass.  I was thinking carbon and aluminum.
May I suggest Dave Waterman has the solution.  That is bonding EVERYTHING.
Obviously, one will not put a fine copper mesh just below the surface.
Expenses would approach Starship levels..
Bill Maddox has a fine design for the IV.  It does use lots of braided
conductor.  He puts the braid down the trailing edge of each wing, bonding
everything to that conductor.
