Mike,
I had the same problem with my hydraulic pump not properly venting on the low side. This caused the pump to cycle several times while raising the gear. It seems that the older pumps do not have the internal venting required for proper operation. The solution was to return the pump to Oildyne for modification. The cost was about $125.
