Hi John, you can compare specs at websites like this one:
The wifi only does not have A-GPS . However, in my experience, the reliability of an external gps like the dual is so much better that I would just get the wifi only and an external gps.
I was anxious to get a mini because I thought it would fit into the cockpit much better. In practice having the mini on my lap doesn't cut it compared to having a full size ipad on my lap. I'm planning to get the mini up closer to where I can see it without having to move it.

My dilemma is this: I don’t need 4G for connectivity as my iPhone5 can act as hotspot when I’m out of other WIFI range. Therefore the remaining question for me in deciding whether I need 4G or just WIFI is that I’m not sure the WIFI mini iPad has GPS and whether it can map my position on the charts in Foreflight or other electronic flight programs. Asking on the Apple blogs makes things somewhat more confusing so I thought I’d ask the group if anyone has tried a WIFI only iPad or Mini in flight and if so could you get georeferencing on your charts and plates? Overall opinions about relative merits of one over the other?
