I believe you are correct about
remaining under positive ATC control until you cancel IFR. What I always
do on and IFR to VFR on top flight is advise ATC once clear of clouds that
I'm requesting to cancel IFR and proceed VFR. Once that's approved,
they give me the option of continuing flight following, in which case I'd keep
my assigned squawk and frequency. Once I'm clear of congested
airspace, I ask to cancel flight following, at which time I'm told,
"Squawk VFR, frequency change approved".
