I assume this is a 3-way with the 'back' port open to right or left depending on handle position.  With the handle in the center, all ports are closed.  To equalize one needs to position the handle once in each direction dumping high and low pressures to the pump tank...   Knowing which pressure is too high and dumping that would start the pump. FWIW,
I just replaced the dump valve with a swageloc PN SS-42GXHF2 and ran a nylon low pressure line back the the resevoit with the extra port. As Wolfgang stated there was some plumbing, but it was easy to lay in a single low pressure line and replace the valve.
The whole thing took a Saturday and it was done...
