Thanks to all the respondees on this question.  And to respond to Bill's comments which where typical of others, the reason for putting the breaker here *is* to minimize the wire run length.  I've put an access door in the co-pilot seat back and between that and a cover over the backside of the area, I have my battery, battery contactor, hydraulic pump & relays, always-on bus and rear ground point all in about a 1 cuft volume.  So this location actually results in the shortest wire run length.  The other options I looked at - either on the panel, console or on the baggage bulkhead - gave me much longer runs of unprotected wire from the battery contactor.
Now I just have to find space on my panel for the LED that Paul Lipps suggested :)

Scott,

The purpose of the CB or fuse is to protect the wire feeding the device. It
should be as close to the source of electricity as possible. With it mounted
on the pump enclosure, sounds like you'll have a fairly long run of
unprotected, high amperage wire.  Not good.

Having said that, I don't think that there are any specific regulations that
would prevent you from mounting it wherever you wanted.

Question for the group: Are there any regs that state where circuit breakers
can be located? I have my hydraulic pump mounted on a bulkhead behind the
co-pilot seat and would like to place the main hydraulic pump circuit
breaker on the enclosure I've built around the pump. This breaker can easily
be felt by the piot but is in a position that it shouldn't get bumped by
things in the baggage area. However, it isn't particularly visible. Are
there any regs that say that it must be visible - or is this something an
inspector might find unacceptable later?
