It's worth a try, but reducing the voltage may lower the starting or
operating torque below an acceptable level, depending on the
application, aerodynamic forces to overcome, friction, etc.

I made a high/low rate speed control that cost me about $4. First
I tested the servo and found that 5V was about the right voltage level
for low rate travel. I built a harness that goes in between the trim
switch and the servo. A smal toggle switch on the panel allows me to
select full bus voltage for high rate or 5V off an in-line voltage
regulator for low rate. It has worked great for ten years now. I
can draw up a sketch if needed.
