Thanks to everyone who answered my question on attaching Zetex.  There are obviously quite a few ways of skinning this cat.

I used 3M Super 77 Spray Adhesive then sealed the perimeter with Dow 730 solvent and fuel resistant RTV adhesive.  14 years later even the parts next to the turbos are doing fine.
