My iv-p rudder was also out of balance. I was able to solve the problem by
using epoxy mixed with tungsten powder and placing it in any spaces between
the chunk of tungsten and skin which in my case the only option was just aft
of the chunk of tungsten. If the tungsten is mixed very thick it doesn't
take much volume to do the job. In fact I had to go back and drill out some
metal from the foreward counter balance area to bring it back into balance.
I think the chunk of metal supplied by Lancair in my case was tungsten, so
in that case it wouldn't accomplish anything to drill out tungsten and
