 Greg,
 My experience is the same with Precise Flight Speed Brakes.  I also
 enlarged the drain hole with no help.  They will freeze when climbing
 and will not deploy, partially deploy then retract or have unequal
 deployment.  This happens when rain soaked and not with wet IFR.  Mine
 have also been factory "upgraded" to no avail.
 
 I have extended mine during climb after being rain soaked.  This does
 not seem to help.
 
 When this happens, hopefully I can get a gradual descent to keep the MP
 at 25" to not loose pressurization and keep the speeds down as needed.
 A real challenge at times.
