I find that very hard to believe.  The POH for E and F model Mooneys says that should never use the ram air in IMC or rain, but it is OK to use in clean dry air.  All the E and F model Mooneys (IO360-A1A) have ram air and get about 1" of extra MP at cruise speeds.  The early 201's had ram air also, but because of better design of the filter box, they see less than 0.5"  Due to a design problem in the 201 ram air system, there were a number of accidents when something came loose and got ingested in the engine, causing a partial or complete power loss. Because of this, Mooney came up with a kit to permanently close off the ram air inlet on the 201's and many, maybe even most, airplanes have had that mod done to them.  There used to be a member on here a while back who had suffered such a power loss and posted about it.
