I don't know if 28oz is the right number or not, but I have had to balance
my rudder twice (after painting the second time) and it came up
significantly short both times in spite of having tungsten up front. I had
to add weight just behind the tungsten in what is normally dead space to
compensate. I even filled in the space around the chunk of tungsten with a
mixture of micro and tungsten powder and came up short. I would recommend
putting as much weight in that counter balance area as you can since it
would be easy to remove weight from that area of necessary.
