Q. How can anyone set the tension on a L-IV rudder cable set that is built
according to factory instructions?
A. You can't! There is no interconnect between the rudder pedals, so the
cables are slack if your feet are not pushing on them.

My L-IV has spur gears between the R and L bars so as to interconnect them.
The tension is set by the SWAG technique (Scientific Wild-Assed Guess.)
