What type of fuse
were you using? Just looking at the time-current specs for an automotive
blade-type fuse, shows that it should not open until about 22 amps, and then
only for a duration of more than about 1 sec.
I had one of those "lights up
when it blows" fuses with an LED inside. I've replaced it with a standard type
fuse.
