OK Ed,
The good news - Mazda still promises to further develop the Rotary, they are just discontinuing the RX-8 for now. Which means there is still a great of hope for the 16B.
The Bad news- don't expect the 16B to be a significantly better aircraft engine than the 13B. Word is that it is just mostly improved in low end torque and not in total horsepower. The biggest benefit is probably just the fact that it is all aluminum. Which you could get for the 13B with the right amount of money.
