Actually, since the liquid is essentially incompressible - the pressure at one point in the line is the same at all points when  there is no flow - as you know.  Of course flow will cause some pressure drop through restrictions, etc.  But, you could have the pressure regulator in the rail before the injector and it would still regulator the pressure the same way - by releasing fuel back to the tanks. 
 
 However, You are correct - for our usage I also firmly believe the best place for the fuel pressure regulator is after the injectors.

Ed, I must have mispoke to give this impression, I thought the pressure reg HAD TO be last in line to maintain pressure in the fuel rail?
