In all the responses to your problem everyone has mentioned EC2 power and ground.
Since the other functions of the EC2 are working that is obviously not the problem.
The one place that I would have looked, at first, is the Injector current returns on pins 19 and 37.
If these are not grounded then the injectors will not work.
This is easy to check.
Just disconnect the plug from the EC2 and assure that these pins are connected to ground.
You may have thought of this already but that is where I would start.

I would add one thing to Al's info on the NOP. There are three wires
required for the serial communications, one is RX, one is TX these would
be the 2 refered to as serial commumications. The third wire (electron
flow path) is ground. Lack of a common ground between the 2 units would
prevent communications. Also a high resistance ground would hamper comms
(communication level is TTL or <5V.) Noise into that ground lead may also
corupt the data stream resulting in invadild data or failure of a checksum
(if the EM2 uses a checksum.) I do not have an EM2, but have set up
serial comms from the EC2 to my on board computer.

A ground problem would also explain why the injectors do not fire. The
injector triggers are sinking, which means when on the driver connects the
injector wiring to ground to complete the circuit. If a poor ground path
exists it may not be enough to support the current load from the
injectors.
