I think the limit of my experimentation will be to try to add some more weight at the dampener bolt locations.  That's something that can be done quickly, and cheap.  I think I can manage to get at least 6-8 lbs there, which should make a good test.  It doesn't have to be airworthy, just enough to find out if it works.  
 
If that appears to work, then I'll likely try one of the aftermarket flywheels that uses the auto counterweight I already have.  ACT makes one called the "streetlite" that's 11.5 lbs, maybe the counter weight and dampener plate will bring it up to 16 lbs to satisfy Ken's rule :-)
