Does anyone know if Atkins ever got his single rotor belt drive built, and if it works? Anyone got a suggestion for a ducted fan that might work for the Kolb (Bernie, Perry?)

It's unlikely you will be able to buy a ready-made ducted fan. It will have to be designed for the application (HP available, speed range, max. engine RPM, etc.)
Do you have pictures and specs on the airplane? Pusher I presume. Slow is good application for a ducted fan. I'd like to build a canard LSA using a rotary powered ducted fan. The LSA speed limit is lower than I was cruising with my ducted LEZ: http://www.bridgingworlds.com/LSA.htm
I could design and build something for your one-rotor but it wouldn't be cheap! (because of the time involved).
