Likely so, Georges.  In fact some people have ground out the splitters in the attempt to get better flow - an arduous job as they are harden metal.  I believe there are some roll pins in the housings that you can remove the entire splitter - but then you would probably need some turbo exhaust port liners as I don't think the bear aluminum could take the heat and flow.

The new housings are turbo, Finn.  Yes, the NA's has splitters which reduce the noise level by 8 db according to the Mazda data I have seen.  However, I am also certain there is some power loss with the splitter given that level of noise reduction - probably more at the higher rpms than the lower.    
 
I'm with you Ed.  Someone would have to show me a dyno run where nothing was changed but the rotor housings.  Until then, I believe there has to be a power loss caused by the splitters.
