There is a different way to connect up the control cable that could
solve that problem.  I found it on my 1960 Saab 93.  They had a 'T'
handle to actuate the starter instead of a starter relay.  Sort of like
the early Cessna 150's.  On the actuator end,  instead of holding the
pull cable shroud and using the wire as the actuator, hold the wire and
use the shroud as the actuator.  When you pull on the handle (which is
still attached to the wire), the free end of the shroud is pushed
toward the fixed end of the wire, but with more force than trying to
push the wire out of the shroud.  This won't work unless there is some
curvature or extra length in the control cable, and it has to be free
to move.
