I just ordered the finned oil cooler cover. There is just no way that the air could not hit the filter on it's way out of the cowling....Only one way out, and the oil filter is right in the way. So, what the heck....it can't hurt.
I'm gonna go with Al, and say that it won't do much (unless, it comes off like Rusty said 8*( But some things you might try to make it better:
1)Strip the paint off the oil filter. For its thickness, that paint will do an amazing job of insulating between the two material.
2)Set the depth of your tablesaw to the heigth of those fins. Cut slots in the fins all the way around. If you're carefull, you can double the surface area. Wear earmuffs or when you're done you won't be able to hear your wife screaming at you to stop making so much noise.
3) Use a punch to dimple one of the vertical edges. When you tighten the clamp, the dimple will press into the filter housing and make it a little more resistant to slipping off in case the clamp slips a little.
4) A hole through a fin on each side. Safety wire it to the mount.
