The fins inside would help transfer the heat to the aluminum. The fins outside help transfer the heat to the air. You may be thinking that you have to have only a thin sheet between the oil and air to get good cooling, but you really have to break in down to a series of heat transfers.
oil->oil at metal surface->metal surface->through metal->metal surface->air at metal surface->air
The cooling efficiency will be limited to the smallest transfer. Aluminum offers almost no resistance to the transfer of heat, so the 'fin from inside to outside' setup isn't all that bad.
