Now, I plan to cut those arms off, but they are attached to a couple of shorter tabs that appear to be an integral part of the front housing.  Can I cut the whole thing off, or did the shorter tabs perform some greater task?

Cutting those aluminium arms off will still leave you with a nasty mess to clean up. It will probably work but I have an extra front cover for an '86 that you can have. It came on my engine, but I got another one when I bought the turbo as there is an oil return on the turbo front cover. Let me know if you want my old cover?
