My local A&P shop fills my 22 cu.ft. tank for $25, so I don’t look for anything else.
A prescription is not required for so-called “medical” oxygen, but a lot of places don’t know that.
Medical oxygen, welding oxygen, and aviator’s oxygen all come for the same big tank.
If you use it often enough you can buy the hoses and valves to fill it yourself from a larger tank. Google “transfilling oxygen”

Subject: [LML] Oxygen Tank Refill
Posted for Alan Blevins <ablevins86@yahoo.com>:
While we are on the subject of flying high, anybody have a suggestion on the
best option for bottle refill besides the airport? I hear you need a
prescription for medical oxygen. One pilot friend told me he gets his filled
at a welding supply for $20 (9 CF tank).
Thanks,
Alan
