Yep, the curly ones are old and discarded - the straight looking pieces are just the cut off ends of new CLEAN tie-wraps.  The dirt is used to hide the details.

PS Remember to use only official Mil-Spec nylon heat-insensitive structural tie-wraps, everything else should be safety-wired.
