Jim,
You've never lived until, at FL 190 in a Seneca II somewhere way northwest
of Phoenix and around the MOA, you see a prop arc outlined in purple and the
hair on your neck stands straight out so you need to reach back and hold it
down.  A lightning strike is only seconds away and you would like to be
invisible to static electricity.  At that point there aren't enough static
wicks in the world.  You don't need to talk to anyone... even if you could.
There's nothing to say.
Use them all.
