Certainly, one would not dispense with the checknut on a control rod Heim bearing and there may be ways to enhance this locking feature experimentalist may take advantage of. I have used two checknuts on occasion. Bend tab washers may be used. One may be able to devise a safety wire lock. Clearly, Locktite will help though I would use the permanent stuff as it can all be defeated by a persistent wrench. To answer your question directly I would say mechanics simply apply maximum torque between the rod end and its jam nut (because they cannot alter the approved parts arrangement). As you remarked, the rod will not usually go anywhere even if both ends are loose. Be sure to determine this by seeing the threads are properly handed to prevent adjustment changes in the loose condition or, worse, the rod end coming off. Left and right threaded Heim bearing rod ends are available for those who are after perfection although that is a moot point unless the pp tube end is also correct. On our Lancair I have used the factory supplied parts, cleaning them well and using Locktite. I use German torque... "gootn tight", then apply birdshit (torque seal) to mark the index.
