Sounds like a leak in your fuel pressure reference line or a defective
regulator or servo. I am not familiar with the Continental 550 fuel system
but there should be a reference line that connects the deck pressure to the
fuel pressure regulator. If there is a leak in this line then the regulator
will "think" that the deck pressure is lower than it actually is and reduce
the fuel flow accordingly. This line may be a physical hose or a passage in
the fuel controller.

In any event it sounds like there is a problem with the fuel system that
should be corrected.
