I think coming up with this number is like playing "The Price is Right" highest number without going over wins..
The guys that went over probably have a wrecked airplane.

The good news here is you get to set the number based on what you feel comfortable with. 20 kts sounds reasonable to me but everyone will be different. Explore conservatively and expand on that until you have what your limit is..
