This sounds like a semantics problem on how people interpret what a IFR clearance and a IFR flight plan is.

I need a IFR clearance to fly a IFR flight plan.  I don't need an IFR  flight plan (only an IFR clearance) to fly practice local approaches or IFR - VFR on top from my experience.
