There ate two things that identify Vne, structural loads and flutter.
The lower of the two will determine the published Vne.
The structural limit is determined by IAS.
The flutter limit is determined by TAS.
 
I have not been able to find a clear statement of how the flutter speed of the Lancairs was determined.

My Sailplane is licensed in the Standard category. The required airspeed markings show Vne at a variety of altitudes. In this sailplane Vne reduces quite a bit at FL180 and at FL250. As you stated the Vne numbers are IAS values.
