Never had an Airworthiness Certificate, and therefore was = not an 'airplane', legally. However the original builder reserved an = N-number. Since the revenooers tend to think about airplane like they do cars, the = 'registration' sounded to them like the project was an 'airplane'. But = it is not evidence or Title, and so states that it is NOT, right on the = registration thingey. It took some organizing of thoughts and records, and a trip to = Springfield, and an hour of explaining the whole thing to the revenue = people, that until a project gets an Airworthiness Certificate it is not = an 'airplane', and registration number is not Title, and that all I had = bought in NJ was a box of parts that might never become an airplane,... = as indeed is the case with somewhere between every three to ten = projects... never get finished, and are wasted money and effort forever. The Use Tax is pretty much the same as Sales Tax, and is payable by the = buyer of a finished and legal 'airplane'... so the revenue people will = get their tax when somebody buys the airplane which I created as its = legal manufacturer.
