Answer, Wash the surface thoroughly with a
detergent and hot water. You can use a rough rag or scotchbrite if you are
concerned about oil. Then prior to sanding clean the suspected oily areas
with prepsol or any of the of the wax degreaser cleaners from paint stores
which is used to clean surfaces prior to painting. Silicone, in my
opinion, is more difficult to remove than oil. Fish eye, where paint
does not adhere and looks like a half healed skin wound apears in those
areas. Clean thoroughly before sanding and you should be just
fine.
