My "swag" would be you have nothing to worry
about. Aerodynamic balance would seem to be the important component and
the forces there are much higher than the centering forces you are seeing.
Also you have the "stiction" in the rudder cables and the pedal mechanism which
have to be overcome. If your rudder swings freely, is properly balanced as
per the book I would be happy.
