Learning enough about electronics to be able to design a circuit that would
reliably run, stop and reverse a DC motor takes several years of study and a bit
of practice. You may be able to get something to work by following an Application
Note but I doubt it would be reliable.

Find someone who has experience in this area and pay them to help you. It will be
much cheaper in the long run. All of us are capable of building an airplane but
not many are capable of designing one.

On your question about battery location, I don't have any specific location
recommendations BUT I do have some general comments. The Panasonic's can be used
in ANY orientation. Remember that the battery weighs a lot for its size. It can be
a deadly projectile in a crash so be sure the mount is strong enough to contain
it's kinetic energy. Overcharging or other abuse (like connecting a 12V battery to
a 28V start cart) will evolve Hydrogen gas and cause a potential explosion. Heavy
gauge wire weighs a lot so don't use any more than you have to.
