Here are some possible answers:
 
a) pilots are cheap bastards
b) recurrent training is not available
c) most pilot's don't think they need it

My expereince teaching in the American Bonanza Society program was=20 that less than 10% of the member pilots availed themselves of=20 reasonably priced recurrent training.
