The ventral fins on the Learjets are, I think, primarily designed to provide a pitch down moment at high angles of attack.  T-tail aircraft are prone to deep stall and since the ventral fins are in undisturbed airflow, they remain effective without much if any drag penalty in cruise.  There is a Bonanza mod that consists of a couple of small ventral fins that is designed to provide more yaw stability. From what I've heard, they don't do much.
