Of course you're correct about the
Columbia spin that necessitated spin chute deployment. My point was that
the spin chute was probably deployed earlier (higher) than necessary in order to
provide a greater altitude margin for deployment, stabilization, jettison and
recovery. Had the pilot used some more altitude, he may very well have
been able to recover from the spin. We'll never know.
