I thought I had finished my elevator a long time ago, then I tightened up the hinge and horn bolts- - - BIND!

 

Going back to square one, I found the horiz stab hinges that eyeballed perfectly straight when bore sighted were off, mainly the center control horn hinge by about 1/8”, easy fix but no solution.  (Should have trusted the Manual Procedure on this one)

 

I finally solved the elevator hinge bind by removing the two forward mounting bolts of the elevator control horn/center hinge on both sides.  I left the three bolts connecting the two horns tight, leveled the trailing edge of both elevators and Bondoed the horns in place.  When I pulled the elevators, I was amazed to see the middle holes on both sides line up but pull away from the inboard rib.  The forward holes were off by several 32nds and pulled away about 1/16”.  I floxed under and around the perimeter of the brackets so they are really solid now.  With all bolts tight or snug, now the elevator will fall with the counter weights high.  Wheew!
