In order to acheive full forward
pedal movement without binding on the brake cylinder shafts, I may need to
adjust the neutral pedal position to about 12 degrees aft of vertical. any
problem here?

I get .8 for the left, .97 for the right (probably mashed the stop so many
times).
Lets see, the Longeron was 3*, the floor was 6*, and the left neutral
rudder pedal "leg" measured 9* from the floor so mine are leaning aft 12* from
the vertical.
