A question for the Hartzell experts

My hanger neighbor is in the process of putting on a new constant speed prop on his RV to replace the old one that did not pass inspection. 

The spinner has both a front and back bulkhead.  The rear one indexed well and lined up with the prop.  However, the front one was off by about 10 deg.  It is held to the prop hub with 4 bolts on the front cap.  From the diagrams in the book it looks like the center bolt and nut can be loosened and the cap rotated to allow the bulkhead to align with the spinner.  Is this the case? 

We tried to call Hartzell but they are closed for the week.

Any help and info would be greatly appreciated.
