Hi Larry,

Buy a partial kit, document the cost (a fraction of the final cost),
apply for an 'N' number registration, pay tax on the low cost. Finish
and fly away.

Most states place a use tax on any out of state transactions completed
by a resident in the year the transaction occurred. I would not count on
'no tax until flying'.
